OpenAI has secured a record-breaking $110B investment round from SoftBank, Nvidia, and Amazon, at$ 730B pre-money valuation.

SoftBank and Nvidia are each contributing $30B to this round, while Amazon is pledging up to$ 50B in a multi-stage deal.

Amazon will provide $15B immediately, with the remaining$ 35B becoming available if OpenAI eventually goes public or achieves human-level AI capabilities.

Today’s funding round dwarfs a $30bn deal clinched by Anthropic this year and a$ 41bn investment into OpenAI in 2025 — at the time the largest start-up investment ever.

A significant portion of these partnerships involves physical hardware, specifically using 2 gigawatts of Amazon’s custom-made Trainium chips.

They are also expanding their work with Nvidia to use upcoming Vera Rubin systems, which provide the muscle required for both training new models and running them forBs of users.

These massive investments are necessary because OpenAI expects its total costs for training and running models to hit $665B by the year 2030.

ChatGPT has grown to 900 million weekly active users, with 50 million individuals and 9 million businesses now paying for the service.

They also reported that Codex, their tool for helping people write software code, now has 1.6 million weekly users.

Microsoft, OpenAI’s largest single shareholder, did not participate in the funding round. OpenAI said its deal with Amazon did not impact Microsoft’s “exclusive license and access to intellectual property across OpenAI models and products.”

Investors and sovereign funds are planning to lock in $10bn of new stock within the next 30 days. This cash sits on top of the$ 40bn they currently have, helping the company handle losses through 2030. They are aiming to be cash flow positive by that time.

Anthropic stood their ground and told the United States Department of Defense a strong "NO"

The United States Department of Defense demanded that Anthropic completely strip away the safety limits on their Claude AI model and allow the military to use it for absolutely anything they consider lawful.

This means the government wanted a blank check to use the technology without any of the company's ethical rules getting in the way.

Anthropic pushed back and rejected this demand entirely because of 2 extremely solid red lines that they refuse to cross.

The first issue is about mass domestic surveillance, which means using AI to sweep up massive amounts of data to spy on everyday citizens on a giant scale.

Anthropic argues that current laws are way behind the technology, and letting AI automatically build a complete picture of a person's life goes against basic democratic freedoms.

The second issue is about fully autonomous weapons, which are military systems that can pick a target and launch an attack completely on their own without a human pulling the trigger.

Anthropic strongly believes that even the best AI systems today are simply not reliable enough to make life-or-death decisions on the battlefield.

They warned that putting this unreliable software in charge of lethal weapons would put both troops and innocent civilians at massive risk.

Basically, the military argued that they should be the ones to decide what is legal and safe during high-pressure missions, not a private tech company.

But Anthropic stood its ground, stating that while they want to help defend the country, handing over a system that could easily make a lethal mistake or spy on innocent people is something they simply can not do in good conscience.

To note, the Pentagon's requirement that AI models be offered for "all lawful purposes" in classified settings is not unique to Anthropic.

While Anthropic has been the only model used in classified settings to date, xAI recently signed a contract under the all lawful purposes standard for classified work.

By training a Hypernetwork to generate LoRA adapters on the fly, these methods allow models to instantly internalize new information or adapt to new tasks.

Biological systems naturally rely on two key cognitive abilities: durable long-term memory to store facts, and rapid adaptation to handle new tasks given limited sensory cues. While modern LLMs are highly capable, they still lack this flexibility. Traditionally, adding long-term memory or adapting an LLM to a specific downstream task requires an expensive and time-consuming model update, such as fine-tuning or context distillation, or relies on memory-intensive long prompts.

To bypass these limitations, our work focuses on the concept of cost amortization. We pay the meta-training cost once to train a hypernetwork capable of producing tasks or document specific LoRAs on demand. This turns what used to be a heavy engineering pipeline into a single, inexpensive forward pass. Instead of performing per-task optimization, the hypernetwork meta-learns update rules to instantly modify an LLM given a new task description or a long document.

In our experiments, Text-to-LoRA successfully specializes models to unseen tasks using just a natural language description. Building on this, Doc-to-LoRA is able to internalize factual documents. On a needle-in-a-haystack task, Doc-to-LoRA achieves near-perfect accuracy on instances five times longer than the base model's context window. It can even generalize to transfer visual information from a vision-language model into a text-only LLM, allowing it to classify images purely through internalized weights.

Importantly, both methods run with sub-second latency, enabling rapid experimentation while avoiding the overhead of traditional model updates. This approach is a step towards lowering the technical barriers of model customization, allowing end-users to specialize foundation models via simple text inputs. We have released our code and papers for the community to explore.
