Important report by @NSACyber, @FBI, and @CISAgov on how pervasive Chinese distillation attacks of U.S. AI models are. Its top-line takeaway is that these attacks amount to, “systematic extraction of proprietary functionalities and capabilities threatening U.S. technological leadership.” This report reads like @NSACyber and others screaming at the top of their lungs about the massive threat that Chinese distillation attacks pose, and begging for the government to take robust policy steps to counter them.
The report states that nearly every major Chinese AI lab is engaged in this behavior, specifically naming DeepSeek, Moonshot, Alibaba, MiniMax, StepFun, and https://t.co/W2AIeEBaIP. And states that they have extracted billions of tokens across millions of requests. This corroborates reporting from every leading U.S. AI lab. The report also states that Chinese AI labs are engaging in these attacks “likely with Chinese government awareness.”
The report also affirms that distillation attacks are providing material uplift to China’s AI capabilities, stating, “China-based AI companies that conduct industrial-scale distillation against U.S. AI models see significantly shorter AI development timelines and reduced financial expenditures in training a frontier model.”
On mitigation, the report is comparatively underwhelming—but only because the actions that would be most impactful at countering Chinese distillation attacks are policy measures, not technical ones. It does list several helpful steps that labs and cloud providers can take to detect and respond to Chinese distillation efforts. But ultimately the cat-and-mouse game between Chinese distillers and U.S. defenders will persist; China will never stop distilling U.S. models so long as it derives benefit from doing so.
Therefore, the government must focus on mitigating the effects of Chinese distillation of U.S. models, by imposing costs that prevent Chinese labs from benefitting from distillation. The most effective way would be to impose full blocking financial sanctions on Chinese AI labs that are engaged in this activity—but that is unlikely. A more palatable step would be to make it as difficult as possible for Chinese labs to conduct the rest of the AI training process that they can’t steal via distillation attacks: cut off China’s currently legal remote access to U.S. AI chips (which Chinese labs also almost certainly utilize to engage in these distillation attacks), and curtail Chinese smuggling of U.S. AI chips by requiring licenses for large-scale orders and for exports to Southeast Asia.
This report is good and clear-eyed about the threat posed by Chinese distillation. Now we need policy steps to respond to this threat. Chinese AI models are currently built on top of U.S. chips and stolen U.S. intellectual property. If China won’t stop stealing our IP, the bare minimum response should be to cut off Chinese AI labs’ access to U.S. chips and other American tech that they need to build their models.\n\nQT @NSACyber: China-based AI companies are illicitly distilling U.S. frontier AI capabilities. Jacob’s thread is very worth reading. Here’s my birds-eye view of the situation with risks from AI:
AI developers believe their technology could cause human extinction (or similarly bad outcomes). This could happen in the next few years. In general, the more senior the employee, the more concerned they are.
Why do AI developers continue despite the risk? Due to a mixture of commercial incentives and a belief that they are in a race with other, less responsible AI developers that will abuse the technology or develop it less safely.
Unlike traditional software, we can’t “program” AIs to behave how we’d like. AIs frequently severely misbehave. For instance, AIs from multiple developers recently hacked their way out of secure evaluation environments and into real-world companies, even though no one asked them to do this.
We have methods that can nudge AIs towards better behavior, but nothing that can robustly align them. Insofar as there is a plan, it’s to make sure that AIs are good enough at alignment training that they can align their successors better than we can align current AIs.

Oh ok, well if Sam Altman says he was intimately involved with the entire project and personally vouches that they acted with integrity then that settles things. Initially we believed the other team had also solved the problem. We wanted to collaborate and do a joint release.
When we learned that they had Euler but not Navier-Stokes, we offered to let them go first, to suggest that they should be the ones to get the prize, and optionally for Tristan to be the lead author on a rewrite of the OpenAI proof. We felt it was challenging to offer the same to Levent (an Anthropic employee), who was not willing to talk or coordinate with us anyway. We were open to other solutions.
We would have greatly preferred coordination. We did not rush to publish even though the other team wasn't communicating with us. The team threatened us with unfounded accusations of plagarism.
Now that we can see their work, the approaches appear to be different. It is also worth noting that our latest model can solve many, many other math problems.
It is true that we tried this because there were rumors on the internet last week that Anthropic's models had solved a millennium problem and we were curious if ours could do it too.

His fear centers on recursive self-improvement, where AI takes over enough AI research to speed development of increasingly capable successors.
He moved from OpenAI to Anthropic specifically for its safety work, yet says even sincere safeguards cannot overcome competition without coordinated restraint.
The most interesting point is, Coxon is leaving despite believing Anthropic takes safety seriously.
Anthropic's 2 trillion public valuation, and that development may eventually need to be slowed when capability crosses dangerous thresholds.
Those positions create a difficult governance test: will safety commitments still bind when obeying them becomes commercially expensive.
